When you see a Long hair chi puppy it doesn't really have too much hair but I've seen pics of some and they have tons of hair. I heard it takes about 3 years until they start looking like that. Is that true?

It really all depends on genetics. If it was poorly bred, then it my never have a really nice coat. If bred correctly, they should have their adult coat around 1 1/2 years.

Like the first answerer said..it's all in the genetics. Coat factor is a big deal in dogs that show. I had cocker spaniels and the female blonde or buff colored ones had a poor coat factor. Partly due to genetics and partly due to when they came in heat. A females heat cycle can really blow the coat due to body temperature changes and hormones. It's hard to say if your chihuahua will get coat or not...if your chi is a female, getting her spayed may help. if it's a male, it may take longer or it may be because the dogs doesn't carry a good coat factor and he may never get lots of coat.

Yes, it is true. If you are concern about your dog not growing after 1 year . Try having the vet do a full panel thyroid test. Might want to rule out cushing's disease or alopecia .
If nothing else, it's probably just the genes. Or Well maybe you should try a new shampoo that will make his hair grow. I had the same problem with my dog (co-poodle) and I tried pantene pro v. It worked miracles. Good luck!
By the way, my boyfriend has a wonderful long hair Chihuahua. I stop kissing frogs a long time ago, but this dog has won my heart with all his licks and he is my little prince.

Another factor in coat thickness/length besides genetics is the temperature. If it is hot where you are or if you keep your house at 75 degrees or above, the coat will be thinner. A lot of the dogs that you see in shows that have beautiful full coats are kept in air conditioning year round at a low temperature to encourage them to grow more coat.
